Wooosh's malecon nears reality

El Proyecto del Ayuntamiento de Rosarito “Playa Norte”, cual obra quedará concluida en aproximadamente una semana más será detonante para mayor aforo de turistas que gustan de la playa.

El Ingeniero José Carlos Gay González, secretario de Administración Urbana del V Ayuntamiento expuso hoy que los trabajos de construcción del acceso principal a la playa que comprende una estructura en forma de arco, el camino de concreto estampado y construcción de cajones de estacionamiento impactará una distancia de al menos 80 hectáreas como área de influencia.

“La empresa contratista, cuyos trabajos supervisa la Secretaría de Desarrollo Urbano del Estado (SIDUE)”, comentó el funcionario municipal, “está terminando el acceso de entrada a Playa Norte, se encuentran ya habilitados y pintados 150 cajones para estacionamiento, área destinada para personas con capacidades distintas y rampas habilitadas para que tengan acceso a la playa”, dijo el funcionario.

Se han colocado también áreas verdes con arbustos, nomenclatura y están por terminar un mirador que da al mar a escasos metros del acceso principal al lugar, sostuvo.

The Playa Norte project in Rosarito, which will be completed in approximately one week, will set off a large flow of tourists who like to enjoy the beach.

Engineer José Carlos Gay González, secretary of the Urban Planning Administration of Rosarito, said today that the construction work at the principal access to the beach, which includes an arch, a stamped concrete road and parking spaces covers an area of at least 200 acres.

"The contracting company is supervised by the State Secretary of Urban Development," said the city functionary, "they are finishing the access to the entrance to Playa Norte. They are making ready and painting 150 parking spaces, areas designed for handicapped persons and ramps so they have access to the beach," said the functionary.

They have also planted green spaces with bushes, and their names, and are almost done with a lookout over the ocean that is a few yards from the main access to the area, he said.

I think this is a case of Rosarito doing almost nothing, and calling it something. The Welcome Arch is at the end of the street that runs next to Ortegas Buffet. They "created" the parking spaces by finishing the street between the Arch and the 4 Disabled Parking Spaces (they will need a water canteen and a Snickers bar to make it to the beach from there). The Disabled parking is far- about 200 yards from the end of the street where the Fulano pic was taken. That's all they've done. The dirt lot they have built up has been blocked off for now. I hope the state does better when their project connects the dots. Nothing here for tourists or the disabled.

Who this project is really good for is this stalled apartment tower project within the red circle. It is two 24 story towers, the tallest in Rosarito Beach. The 9 front "villas" each have their own pools. It stopped work about five years ago.

The aerials really gives one a true picture of the "Federal zone" ... along with, those structures which appear NOT to be in "line" with all the others...

They really stick out IMHO ...

Yeah Wiley- you can really see the properties that have their dicks out.

Joe just Joe doesn't know the Federal Zone rules well does he? The Malecon was always a state/federal project because they control the land and the name has always been Projecto Norte- just that the city, state and feds have different roles in the construction phases because each has it's own budgeting. Rosarito built the arch, finished paving the north-south street, and built the cul de sac over the storm drain. It's all one block in from the beach, not Oceanfront. Sadly the four handicapped spaces are also a block from the beach. That's OK, ours will stay open until we start the beach fitness trail.

Did I ever say this was the complete project? Nope. That's the way Joe twists his arguments. He misstated what I had said and then calls me a liar. Always the same Jihad. The City did their work Jihad, and the State began the Malecon work along with them in tandem. They created the beach access for the cul de sac construction project, created an equipment staging area, and built it all up two meters higher than before- the whole length of the block (and then dug a ditch to keep traffic out until they come back again).

We're not worried about PROFEPA knowing where the Federal Zone line is when the project gets here Wiley. They are using our street Paseo Del Mar as the line in the project. Does Tila and Jihad really think the state will invest Millions of pesos to enhance tourism, then go around a shitbox house sitting out in the sand like Tilas? We've beat this horse to death, huh? Tila isn't even considered legally there since the Prescription Positiva gets no recognition on Federal Zone and we've been paying for that concession all along. All the oceanfront home owners are thrilled the Malecon is coming, but she isn't going to be one of them. She's on the wrong side of the street, literally. But she did get six years of free rent on the beach- not bad except she never enjoyed even one day there. Tic tic tic Wink

Construction on the next Malecon section was announced today. They will spend about $11Million USD to link the newly completed Projecto Norte (near me) with the downtown tourist area. The article says this plan has been 12 years in the making. This is part of a plan to connect the new Rosarito Convention Center with the downtown Rosarito tourist area via a beach route. That is a long long way to pedal a bike and the first half is hardly scenic.

Coincidentally, there were two high-tech survey guys in a CFE truck here today. They were measuring and marking. The guy said he was from Mexico City and was here doing a special project for the CFE. He plugged in Alonzo's concession co-ordinates and the point in the street marking the Federal Zone Line was within a meter. He thought it was probably his equipment that off the meter though. His mark was even further into the street. He did say he saw our video in Mexico City- so he didn't need the DVD of it. Wink

They are probably going to move and relocate the power lines for the new malecón, like this pole in front of Tila's home. The one with your concession sign on it. Big Grin

Would they bring CFE engineers from Mexico City to Rosarito just to work on re-configuring the power? So it's a Federal Project now or is there no Baja California state CFE engineering department?

The CFE spent all afternoon around this area.

The back story is getting flushed out. The CFE surveyors I posted about knocked on our door this morning a little confused. These guys were sent from Mexico City to measure the Federal Zone. They have seen my video and know a Federal Zone concession is in place. The other day I went out to them with Alonzo's concession map and they verified the point in the street.

The reason they are confused is because they were given the 2004 Federal Zone Map to work from. When the CFE asked for the 2010 Map, they were told to file a written request for it (CFE is a private company). From what the CFE told us, it is obvious Rosarito is trying to move the Federal Zone back to the west (into the ocean). They were apparently hiding the 2008 and 2010 maps from the CFE. So the CFE guys came to us and asked if he could make a copy of our concession map. He looked through a lot of our documents and photos while he was here. He had some technical questions so we put him on the phone with the engineer who created our 2010 concession map. He def agrees with PROFEPA- the Federal Zone line belongs exactly where it is. The CFE guy also mentioned the "Clean Beaches" designation is a good defense. It is a national program and Rosarito can not overturn that designation to develop beach that is intended for recreation and conservation.

A little visual update from the latest and final Federal Zone measurement. The CFE has completed their "special project" to determine the exact Federal Zone delimitation for the Rosarito Malecon project. Alonzo wins. Tila Ortiz was claiming the line was moved improperly (Jihad Joe even made false allegations about Alonzo bribing a PROFEPA delegate). The CFE guy was fairly forthcoming- he said the Playa Bonita condo tower should never have been built. He also said the Rosarito ZOFEMAT office is not in compliance with the law. They are supposed to have a bank account designated for their sole use- not mix Federal funds with the City coffers. I didn't press him for details- it is in his report.

The Federal Zone line was marked by him and entered into the official record. The new point is actually about a meter further into the street. Things are moving fast and Rosarito wants to begin work on their "13 year dream project". That dream is Tila's nightmare, but we told her six years ago the beach was designated for conservation and recreation when she showed up. Good news for Rosarito and tourism!

Would appear this issue has been effectively dealt with ... Gee, wonder if JOe 1 knows about this ... LOL

Anyone going to share this with BNOT, or just let things take their "natural" course
