Tijuana, BC July 9, 2015 - In Mexico, corruption is entrenched and is felt in the governments, generating economic, political and social costs, and the only way to combat it is through the law, said Alejandro Monsivais Carrillo, a researcher with the Colegio de las Frontera Norte (colef).

During a weekly meeting with the Grupo Madrugadores, he said that 70% of Mexicans are highly vulnerable to corruption, and only 20% to 30% enjoy certain privileges, without specifying which.

He said that corruption is difficult to eradicate, as it benefits those on the inside, but does not prejudice any person in particular, only the collective citizenry.

According to a recent study by the National Institute of Statistics and Geography (Inegi), and Colef, they detected that in 2013 there were 33 million crimes in Mexico, of which only 1,600,000 were reported and only 108,000 criminals were ultimately sentenced.

Aside from that, during the years 2000 to 2013 there were 41 gubernatorial scandals. 16 were investigated and only four were arrested.
