Natomas Farm in Rio Linda linked to Marijuana Growing Operator

The common law husband of the owner of the Natomas Farm in Rio Linda California has been linked through court testimony to a confessed illegal marijuana growing operator named Harlan Pankau. The Natomas Farm is owned by Jeanette Triebler, a German national. Dean Fesler is her common law husband who lives on and operates the farm at 516 West Q Street, Rio Linda, California.

Mr. Fesler has published on several occasions that he has had contact with Mr. Pankau. At the moment, there is no known association between Ms. Triebler and Mr. Pankau's marijuana growing operation on a property adjacent to the border with Mexico in Southern California, or his drug distribution network in Rosarito Beach, Baja California, Mexico.

In what was initially seen as a highly unlikely scenario, as it appears Mr. Pankau grew the drugs in California and was then selling them in Rosarito Beach, using a street drug dealer network of Mexican-American drug dealers and Mexican criminals who had been deported from the United States. Mr. Pankau rented a home in Rosarito Beach which was only eight doors away from the home of the current Mayor of Rosarito. Mr. Pankau's Rosarito house became the focus of concerned neighbors who were frightened of the drug sales activity that was occurring night and day. Several neighbors moved away and other entire families were virtual prisoners in their homes for over two years for fear of being out on the street.

Prior to the admission by Harlan Pankau of growing marijuana on the popular TV Show "Judge Judy", Dean Fesler openly admitted and prided himself on his association with drug grower Pankau. On one Mexico interests internet site, Mr. Fesler not only defended the drug dealer Mr. Pankau, and his drug dealing associates, but went so far as to incite violence against an American ex-patriot who reported Mr. Pankau's illicit activities to the Mexican authorities and United States Consular officials. Mr. Fesler called the whistle blower a "snitch".

It is presumed the majority of information Mr. Fesler received about Mr. Pankau was from another American ex patriot named Otila Ortiz Maldonado, who resides in Canyon Lake, in Riverside County, California and who also has a home in Rosarito Beach. Ms. Ortiz Maldonado is a nearby neighbor and friend of Harlan Pankau. On several occasions, Ms. Ortiz Maldonado sent Harlan Pankau to the home of the American ex-patriot who had reported his illicit drug activities in Rosarito Beach in order to threaten him. These events were well documented on video security cameras and reported to both the Rosarito Beach municipal police and the United States Consulate in Tijuana, Baja California.

From the internet postings made by a Mr. Jihad E Salman of Temple City, California, which were sent to Mr. Salman via emails from Ms. Ortiz Maldonado, she stated she had personally intercepted and intervened Mexican military and police personnel who had gone to Mr. Pankau's Rosartio Beach home from which the illegal drugs were being sold. Ms. Ortiz Maldonado claims to have convinced the authorities that Mr. Pakau was simply the victim of an internet smear campaign and was not involved in drug sales.

Mr. Fesler admits that Otila Ortiz Maldonado is a friend with whom he is in regular contact. Mr. Fesler, the Natomas farm operator, then posted on the internet the name of the ex-patriot whistle blower, whom he identified as a Mr. Craig Wutsch, along with family photos taken from Mr. Wutsch's Facebook account. These included a photo and the address of his Rosarito residence, the interior layout of his home and even his daily movements around Rosarito Beach. All this was an attempt to have other local Rosarito drug dealers harm Mr. Wutsch.

Upon becoming aware of Mr. Fesler's internet postings, which were made on the internet message board "BajaNomad.com," Mr. Wutsch immediately contacted the United States Consulate in Tijuana, Baja California. The Consul General, the Honorable Andrew S.E. Erickson, then contacted Mr. Douglas Means, the owner and operator of the San Diego based "BajaNomad.com" website, to discuss his concerns.

In his televised testimony on Judge Judy, Mr Harlan Pankau, age 35, claimed to be a full time student. He admitted he grew pot on the 7-acre property he rented adjacent to the Mexican border, that he and his four children were supported by California public welfare programs and that he had does not have any other source of legitimate income.

For years, Rosarito Beach has suffered from a severe crime wave, which has worsened in the past two years, in part due to the large number of former gang members and criminals deported from the United States and who have made Rosarito Beach their home. These deportees are for the large part lacking legal papers which would allow them to work in Mexico. Hence, they turn to selling drugs or committing crimes to survive. The fact that American ex patriots are residing in Rosarito Beach and conducting and protecting this illegal activity in their host country is most troubling to the Mexicans in the communities in which they reside.

Mr. Fesler is currently subject to a restraining order issued by the Superior Court of San Diego County for harassment, stalking and interference with the business activities of a citizen resident in San Diego County. Under the terms on the restraining order, Mr. Fesler may not be in possession of any firearms, nor may he publish anything in respect to the person he obtained the restraining order. Dean Fesler has previous criminal convictions for domestic violence, vandalism and drug possession.

Nice write up. It's a shame they didn't mention Otila Ortiz Maldonado by her common name- Tila Ortiz. It's also a shame it wasn't printed in Spanish. The crime-weary neighbors would be pleased to read their years of living in fear are almost over.

Not that I'm against someone growing "pot" ... as it is legal in California to some degree ... don't think 7 acres of pot fits in with the intent of the Law, however ....

Easyer taking it "down" than bring it "up" ....

Haven't a clue as it relates to current situation, they were just putting all that new shit in, in 2010 or 2011 at SY ...

Imagine it has changed quite a bit ... Guess I could ask that Marine ...

Yea, "on the border" is relative I guess. From Google Maps it looks to be about seven miles north of it and in between the Otay Mesa and Tecate points of entry. The "Judge Judy" episode said he pissed off the landlord by moving more people with trailers onto the property, then the property next door pulled the plug on the water well which caused the landlord/tenant dispute. It doesn't say he was a good pot farmer! huh? How good could he be if he was still on welfare for his two kids in the USA and two more in Mexico? He claimed to be a full time student at age 35... horticulture perhaps?

Too bad .. .couldn't find the complete episode ... really liked the comment on his children's artwork ... and his overall intelligence by the Judge ... there must have been more

Having a difficult time with WHY he would show up in court TV ...

With those kinda charges made against him ... JMHO

Even FOUR miles or SEVEN from the border growing pot (anything over 12) ... is IMHO .. a bit insane ... unless one is getting some kinda protection .. then things would be different ... for a while

Sorry the guy was toughing it out with his kids in that place, where ever it was ... It's hard to make a "break" from that side of the "tracks" ... once you are inked up and living the life .. for some

Knew three kids that lived with their old man while in Baja, they would come over and walk with me and the dogs .. their mother was Mexican, their old man American ... the mother had left them all ... and he was trying to make a go of it in Baja on his own ... We never discussed his specific situation, but, given the conditions .. he was stuck in Mexico/Baja with his kids .. for the long term

His kids were having a difficult time in school, they were some of the "few" American kids that attended school in the area ... not sure if they went all the way down to Primo Tapia ... but, did know .. they weren't enjoying it .. the boy would come home with "knots" on his head from the Mexican boys ... the girl wasn't beaten on ... but, received a great deal of hen pecking from the females ...

Wasn't a pretty picture IMHO

The adults should be able to take care of themselves ... but, the kids .. .another story altogether

Vinyl covered materials ... might be an alternative, on all windows and door with exterior exposure... even the "eves" .... salt air can be hard on wood too ... stucco and concrete not so much

You can't fix stupid Wesson. Judge Judy is a TV personality and it's basically a small claims court/arbitration with voluntary participation on both sides. But the participants are indeed sworn to tell the truth in their testimony. The fact he confessed to being a drug farm operator in his testimony has everything to say about him, nothing to do with her. Too bad we can't find a link on YouTube that is still up. It is downloadable for free though. It was entertaining when she asked him if "Are you playing stupid, or is it not an act?" Even better was his comment walking out the door in the exit interview: "I think I've been vilified". Ya think?
