Last Summer, Fulano blogged about Exploited Children in Cabo San Lucas, where it was discussed that many of these little kids on the streets begging for money and selling chicles do not belong to the nearby mothers, they are just rented out by operators.

Well, on March 2, 2011, the city of Tijuana announced a new initiative to detect children rented out to beg for money on the streets. The Tijuana Director of Municipal Inspection and Verification, Daniel Leon Valdez, said he will act to address a report of the problem, and that the problem occurs mainly in the vicinity of the port of entry into the U.S.

He said he is also acting on information that some of the little children are being sedated by the operators to keep them begging.
